Create an online card to door lock device

Create online cards through the card issuing machine and push the card authorization information to the designated door lock device to complete the card initialization and authorization process. Once the card is created, it can be used directly for unlocking operations.
Important Note: The door lock needs to be bound to a gateway; door locks not bound to a gateway cannot be used.
Explanation of Cycle Flags (cycleFlags) Calculation:
bit0 determines whether it has a cycle: 0 means no cycle, 1 means with cycle.
Supports weekly recurring authorization, combining multiple flag bits to represent the authorization cycle, and then converting them to a two-digit hexadecimal string.
Example: Selecting authorization for Monday and Wednesday results in binary 00001011, which converts to 0b.

00: Guest Card
01: Cleaning Card
02: Maintenance Card
03: Staff Card
